Okay, I got my lines. I'll probably do them tomorrow or so, because I have some schoolwork, plus I want to wait until my parents aren't home, or I'll never be left alone.

An animation program. It really does help but it can be expensive.

The trick, if you don't want to plop down the money just for the program, is to take a class at a local community college or something that has it in the computer labs.
In any case, given that you're talking about a pretty big effort there, you may save time even if you include working to get the cash to buy it. It's a lot faster to animate in than Paint, but it does require some time/effort to learn.

Plus, with layers, you don't need to keep redrawing background or things that don't move.

My brother will ONLY do it if it is high-quality. He is a hardcore artist, and enjoys drawing like this. The first character trailer is almost finished, and will debut either tonight or tomorrow at the Tofu Sheets webpage!
